Parents as Paid Caregivers (Parent Providers)
The Arizona Health Care Cost Containment System (AHCCCS) received temporary authority from the Centers for Medicare and Medicaid Services (CMS) to allow parents of minor children with disabilities to be paid caregivers during the federal COVID-19 Public Health Emergency (PHE) on April 6, 2020. This ensured children received Attendant Care or Habilitation services during the PHE. AHCCCS sent an 1115 Waiver amendment to CMS requesting to make the Parents as Paid Caregivers (PPCG) service model authority permanent on September 27, 2023.
AHCCCS and the Department of Economic Security Division of Developmental Disabilities (DES/DDD) released the final versions of revised policies and exhibits on September 3, 2025 that were posted for public comment between May and July. Many of the revised policies relate to the Parents as Paid Caregiver (PPCG) service model, which applies specifically to parents who provide paid care to their minor children. “These updates reflect changes required by House Bill 2945, which became law in April 2025, as well as commitments made to the Centers for Medicare & Medicaid Services (CMS) in the Arizona 1115 Waiver proposal and conditions CMS included in the state’s approval to make the PPCG service model permanent.”

Aflac Benefits
Aflac Accident and/or Cancer Coverage​
Absolute HCBS providers who are active employees working at least 30 hours per week can opt-in to Aflac’s Accident and/or Cancer plans. These plans are independently administered through Aflac, and are separate from medical benefits. To enroll in Aflac benefits you must enroll directly through the Absolute HCBS Aflac representative.
Retirement Savings Options
Absolute 401K Plan

Absolute 401K is an auto-enroll plan that YOU MUST DECLINE if you do not want to participate. If you do not decline once eligible you will automatically be enrolled in the Absolute 401K plan and 3% of your pay will be automatically invested in the plan with an automatic 1% increase annually until the maximum rate of 10% is met. At this time, Absolute HCBS does not offer a company match.
